จีนเข้าอนุสัญญา Apostille แล้ว ทำไมเอกสารไทยยังขอ Apostille ไม่ได้?

China joined the Apostille Convention — why can't Thai documents get an apostille?

เพราะ Apostille ออกโดยหน่วยงานของรัฐที่ออกเอกสาร ไม่ใช่รัฐปลายทาง เมื่อเอกสารออกในประเทศไทยซึ่งยังไม่เป็นภาคีจนถึง 28 กุมภาพันธ์ 2570 จึงยังไม่มีหน่วยงานไทยใดออก Apostille ได้ ต้องใช้การรับรองของกรมการกงสุลแล้วตามด้วยสถานทูตจีนเช่นเดิม ส่วนเอกสารที่ออกในจีนเพื่อใช้ในไทยก็ต้องรับรองผ่านสถานทูตไทยในจีนเช่นกัน

An apostille is issued by the state where the document originates, not the destination. Since Thailand is not yet a party until 28 February 2027, no Thai authority can issue one; the MFA-plus-Chinese-embassy chain still applies.
